1 <br />5 <br />Effects of a greater magnitude could be caused, if <br />congestion were created, to the point of a measurable <br />deterioration in the level of service at any of these <br />intersections. This congestion potential is noted below <br />but will be largely mitigated by the project sponsor's <br />design of an internal bypass road to serve the three <br />apartment sites (See below, item 13). Mitigation of <br />traffic congestion potential will at the same time miti- <br />gate the potential for air quality deterioration at <br />points of congestion. Further mitigation will be pro- <br />vided by intersection, and roadway improvements, to <br />which the project sponsor is contributing. <br />It is not anticipated that site preparation will take <br />place during summer, so that particulates (dust) dill <br />probably not be generated. If it occurs, mitigation' <br />measures (watering) can be employed during construction. <br />Roadway and parking -lot sweeping can mitigate air as <br />well as water pollution. <br />3. Water <br />the project will result in overcovering of soils on <br />about 501' of the site, with buildings, parking areas or <br />other impermeable surfaces. This will reduce the area <br />available for infiltration of rainfall into groundwaters, <br />across the site. <br />The area of the projecc, 8.85 acres, is small in relation <br />to the size of the total drainage basin including this <br />site, which feeds into Merril -Ring Creek. Creeks in <br />this area are, however, generally sensitive to increases <br />in peak stormvater flows. For this reason, detention <br />of peak stormwater volumes on the site will be provided, <br />
