FINAL DECLARATION OF NJN-SIGNIFICANCE N 79-134 <br />mhe proposed action is the issuance of building and grading permits to allow the <br />bnstruction of a 216 unit apartment complex of two and three story buildings on an 8.85 <br />acre parcel of land. The following factors were considered and the listed requirements <br />were placed in response to comments submitted by various departments during their review <br />of an Environmental Checklist for this proposal: <br />1. The site is zoned R-3, Multiple -Family low -Density Residential Zone, which would <br />allow this use. The site is currently vacant and covered primarily with alder and <br />associated understory. The site borders Hardeson Rd. to the west and is adjacent <br />to an area proposed to be similarly developed to the east. No standard street <br />improvements currently exist on Casino or Hardeson frontage. <br />2. Access to the units will be internal, from a new public street to be jointly <br />constructed to serve this site and the two apartment sites to the east, providing <br />a bypass of the Casino Rd., 1ardeson Rd. intersection. Ten feet of right of way <br />along Hardeson Road, and the portion of the proposed east -west roadway connection <br />to 1ardeson Road lying within subject site shall be deeded to the City of Everett, <br />and the internal roadway improved to 36 foot wide public standards, including <br />drainage and sidewalks on both sides. To mitigate traffic impacts, compliance <br />with 56-78 is <br />(40 <br />CasinoliRd. assessmentfisrdinance allowed,5based on trafficdgenertion of entire <br />ation) <br />All public street improvements required per Ordinance 555-78 are required to <br />mitigate impact on Hardeson Road. Participation in the Hardeson Road Local <br />Improvement District may be substituted for 555-78 compliance, providing L.I.D. <br />is formalized prior to occupancy of this project. <br />3. Domestic water servive can Le provided by an 8" main on Casino Road and by the <br />main to be constructed by L.I.D. on Hardeson Rd. Public Water system plans must <br />be on separate mylar. A one year maintenance bond is required. A looped water <br />main through this site and the proposed Andrea Terrace Condominiums to the east <br />would be desirable. <br />e. <br />4. Drainage must be designed in conformance <br />temporary erosionycontroldrainage <br />and grading plans <br />Public works Department approval <br />is required prior to commencing site preparation. <br />On -site detention with provision for oil and sediment removal is required. <br />A detailed drainage plan is required. Drainage calculations are to be <br />submitted with the attached cover sheet. The drainage plan shall include <br />creek relocation study. <br />5. Participation in the program to fund the south end sanitary sewer interceptor <br />i.s required. <br />6. A detailed drawing shall be submitted to the Public Works Department showing <br />parking layout, landscaping, driveways, utilities, storm cdrainagks e, aand <br />all <br />required -improvements to the public right of way. permits are issued. All <br />ent <br />approval -of these drawings is required before any p <br />improvements shall be completed before the Occupancy Permit is issued. <br />As-builts, easement, and a one year Warrantee Bond in the amount of lot of the <br />cost of construction of the public water system are required within 10 working <br />days of obtaining public water connection.
