�i F. Drainage - Evaluation of all drainage impacts and <br />provisions made for mitigation of all drainage impacts as <br />defined in the City's Comprehensive Drainage ordinance and <br />li Section 18.24 of the Subdivision Code. <br />Finding: The subject property is located in the North <br />Creek Drainage Basin. <br />The City of Everett Public Works Department has stated <br />that a neighboring property owner is concerned about <br />debris and possible fill that has been dumped in the <br />southwest corner of the subject property. It appears that <br />the material may have partially blocked drainage from some <br />lots located on 7th Place West, which have experienced <br />drainage problems during wet weather. <br />Conclusion: The debris located in the southwest corner of <br />the property needs to be removed and ground elevations <br />returned to pre -fill elevations. The City of Everett <br />!; Public Works Department will review the method of storm <br />water drainage for each of the future dwellings at the <br />time of building permit application. <br />G. Open Space - Evaluation of all impacts and provision for <br />open space as defined in Section 18.24 of the City <br />Subdivision Code. <br />Finding: The subject property is located in the R-2 zone <br />which limits the maximum building coverage to 40% of a <br />lot. <br />ii <br />Conclusion: Adequate provision for open space can be <br />provided on each lot in this short subdivision. No <br />adverse impacts on open space will result from the <br />proposed short subdivision. <br />H. Public Systems Capacity - Evaluation of all impacts and <br />provisions made for mitigation of impacts on public <br />systems including parks, schools, and community facilities <br />as defined in Section 18.24 of the Subdivision Code. <br />Finding: The proposed short subdivision is located in the <br />Mukilteo School District. The school district has not <br />commented on this proposed short subdivision. <br />The nearest City park facility is Walter E. Hall Park, <br />which is approximately one-half mile to the west of the <br />subject property. <br />Conclusion: Adverse impacts on public systems capacity <br />have been identified; however, no mitigation has been <br />requested. <br />I. Public Services - Evaluation of all impacts and provisions <br />made for mitigation of impacts on public services <br />including streets, all public utilities, fire and police <br />protection as defined in Section 18.24 of the Subdivision <br />Code. <br />Finding: The short subdivision has frontage on 90th <br />Street S.W. It is anticipated that a total of 28 <br />additional vehicle trips per day will result from the <br />duplexes to be constructed on lots 1 and 2. <br />The City Fire Marshal has indicated that an existing fire <br />hydrant is located within 350 driving feet of the most <br />remote structure to be constructed -on the site, providing <br />a minimum fire flow of 1,000 GPM. A residential sprinkler <br />system must be installed in compliance with NFPA Standard <br />13D for the duplex to be constructed on lot 2 in the <br />absence of a proper fire turnaround. <br />
