3. An emergency does exist to protect the public health, safety and <br />welfare; <br />NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br />Section 1. Findings of Fact. The "WHEREAS" provisions above shall <br />constitute Findings of Fact and are incorporated by reference as if fully set forth <br />herein. <br />Section 2. TERM. The interim regulations established by this Ordinance <br />shall terminate six months after passage unless earlier repealed or renewed <br />according to law. <br />Section 3. Land Uses Prohibited within specified area. The following uses <br />shall be prohibited on the ground floor of any building within the area designated <br />by Map No. 22-2 of Title 19 of the Everett Municipal Code: <br />A. Food banks <br />B. Tattoo parlors <br />C. Body piercing <br />D. Video game arcades <br />E. Plasma donation centers <br />F. Social service agencies, as defined by EMC 19.04.020 <br />G. Parking lots <br />H. Places of assembly <br />I. Single room occupancy residences as defined herein <br />J. Teen clubs as defined herein <br />K. Pawn shops <br />L. Community centers as defined herein <br />M. Other potentially incompatible uses as determined by the Planning Director. <br />Section 4. Definitions. <br />A. Section 4 of Ordinance No. 1671-89, as amended (EMC 19.04), is hereby <br />amended by the addition of the following definition: <br />"Single room occupancy residences" means a residential facility in which <br />individual rooms are rented on a weekly or monthly basis and which provides <br />common bathroom and/or kitchen facilities, or any dwelling unit that contains less <br />than 500 square feet gross floor area. This definition does not include hotels, <br />motels, or college dormitory facilities associated with a college or university as <br />defined in EMC 19.04. <br />B. Section 4 of Ordinance No. 1671-89, as amended (EMC 19.04), is hereby <br />amended by the addition of the following definition: <br />3 <br />
