"Teen club" means a building, a part of a building, a room or a premises in which <br />entertainment, either live or recorded, vocal or instrumental, is provided with or <br />without dancing by customers or patrons under the age of 21 years, or that <br />includes patrons under the age of 21 as well as adults. <br />C. Section 4 of Ordinance No. 1671-89, as amended (EMC 19.04), is hereby <br />amended by the addition of the following definition: <br />"Community center" means a building, a part of a building, a room or premises in <br />which the primary purpose is to provide a place for persons to receive services <br />typically provided by a social service agency. <br />D. Section 4 of Ordinance No. 1671-89, as amended (EMC 19.04), is hereby <br />amended by the addition of the following definition: <br />"Pawn shop" means an establishment that engages, in whole or in part, in the <br />business of loaning money on the security of pledges of personal property, or <br />deposits or conditional sales of personal property, or the purchase or sale of <br />personal property. <br />E. Section 4 of Ordinance No. 1671-89, as amended (EMC 19.04), is hereby <br />amended by the addition of the following definition: <br />"Place of assembly" means a building or portion of a building used for the <br />purpose of persons gathering for recreational, entertainment, religious, social or <br />civic purposes. Excluded from this definition are restaurants, night clubs, <br />schools, or meeting room(s) incidental to another permitted use. <br />F. Section 4 of Ordinance No. 1671-89, as amended (EMC 19.04) is hereby <br />amended by the addition of the following definition: <br />"Ground floor" means the first floor or level of any building or structure above or <br />on the same plane as the surface of the sidewalk. There shall be excluded from <br />this definition basements or cellars the floors of which are more than two feet <br />below the plane of the surface of the sidewalk. <br />Section 5. Severability. Should any section, paragraph, clause or phrase of this <br />Ordinance, or its application to any person or circumstance, be declared <br />unconstitutional or otherwise invalid for any reason, or should any portion of this <br />Ordinance be pre-empted by state or federal law or regulations, this shall not affect <br />the validity of the remaining portions of this Ordinance or its application to other <br />persons or circumstances. <br />4 <br />
