Everett Parks and Recreation Parks <br />Planning Guidelines <br />Planning and design guidelines are intended to provide <br />planning, site programming and development guidance and <br />direction. The guidelines are not intended to override site- <br />specific improvement suggestions that may be developed as <br />part of a community involvement process or in response to <br />environmental constraint but to act as a reference to guide the <br />process. <br />The specific guidelines that follow address size, layout, <br />recommended amenities and other park planning and <br />development concerns for each park classification. The <br />following should be considered as each site is evaluated. <br />Guiding principals of the planning process: <br />1. The community is the expert. It is our goal to meet with <br />the community to develop a vision and identify the wide <br />range of issues that impact public spaces and park <br />programs. <br />2. Involving the community in the process is the basis for <br />developing sustainable parks and stewardship. <br />3. Park staff will develop a dialogue with interested <br />persons a project may affect. <br />4. The park department's goal is to create a place that is <br />valued by the community and that will be supported <br />both financially and through active participation. <br />5. We value the environment and will develop a <br />management plan to protect and promote stewardship <br />and sustainability. <br />6. Every park shall have a plan that has had opportunity <br />for public review and comment to ensure the <br />development of the park meets community values. <br />7. Planning and project development will follow the <br />principles of Universal Design. Universal design is <br />simply designing programs and facilities to be usable <br />by all people, to the greatest extent possible, without <br />separate or segregated access for people with <br />disabilities. <br />12 Everett Parks and Recreation <br />Ln <br />
