J <br />WHEREAS, the Historical Commission held a public meeting to consider the proposed <br />Historic Overlay Zone expansion boundaries and a public hearing to solicit public <br />testimony from the affected neighborhood and has reviewed the proposed expansion area; <br />and <br />WHEREAS, the Historical Commission recommends specific boundaries to expand the <br />Norton Grand Historic Overlay Zone; and <br />WHEREAS, the Everett School District currently owns the Sequoia High School <br />property at 3516 Rucker and the Norton Avenue Playfield property, and development <br />proposals for these properties undergo a Special Property Use permit review which <br />includes criteria addressing the compatibility of proposed structures and improvements <br />with surrounding properties, including the size, height, location, setback and arrangement <br />of all proposed buildings and facilities; and <br />WHEREAS, the Special Property Use permit review would continue to be used for these <br />properties as long as they are used for educational purposes; and <br />WHEREAS, the Planning Commission has held a public meeting to consider the <br />proposed expansion of the Norton Grand Historic Overlay Zone and a public hearing to <br />solicit public testimony and has recommended that the City Council approve the <br />boundaries of the expansion as proposed; and <br />WHEREAS, the City Council has held a public hearing to consider the recommendations <br />of the Historical Commission and Planning Commission; and <br />WHEREAS, the City Council finds the following: <br />The proposed rezone is consistent with the Everett Comprehensive Plan; and <br />2. The proposed rezone bears a substantial relationship to the public health, safety <br />and welfare; and <br />3. The proposed rezone map change promotes the best long term interests of the <br />Everett community; and <br />WHEREAS, the City Council further finds that the proposed expansion of the Norton <br />Grand Historic Overlay Zone satisfies the criteria set forth in Section 19.33.040 of the <br />Everett Municipal Code. <br />NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br />Section 1: Expansion of the "H" Historic Overlay Zone Boundaries Increasing the <br />Area of the Norton Grand Historic Overlay Zone. The Official Zoning Map, as <br />adopted by Ordinance 1671-89 as amended, is hereby amended by the application of the <br />"H" Historic Overlay Zone to the following described property, the approximate <br />boundaries of which are indicated on the attached map marked as Exhibit "A": <br />27 2 <br />
