�J <br />� z'a <br />_ ,wy <br />ORDINANCE NO. <br />AN ORDINANCE amending Ordinance No. 1671-89, as amended (Title 19 EMC), <br />Expanding the "H" Historic Overlay Zone for the Norton Grand Neighborhood <br />WHEREAS, Section 33 of Ordinance No. 1671-89, the Everett Zoning Code, provides <br />for the designation of the Historic Overlay Zone in areas of the City meeting certain <br />specified criteria; and <br />WHEREAS, in 2001, through the adoption of Ordinance No. 2547-01, the City <br />designated the area located on Norton and Grand Avenues from Pacific Avenue to 35' <br />Street, as a Historic Overlay Zone and adopted certain guidelines and standards to further <br />the goal of preserving and enhancing the significant historic architectural qualities of the <br />Historic Overlay Zone; and <br />WHEREAS, in 2008, through the adoption of Ordinance No. 3073-08, the City amended <br />these guidelines and standards to clarify and update them; and <br />WHEREAS, Section 33.040 of the Everett Zoning Code allows the City to approve the <br />designation of an area as a Historic Overlay Zone if it is adjacent to an area within the <br />Historic Overlay Zone; and <br />WHEREAS, a significant majority of the structures and properties located in an area <br />adjacent to and south of the existing Norton Grand Historic Overlay Zone have been <br />determined to be 50 years old or older, to be significantly associated with the history, <br />architecture or cultural heritage of the community and to retain historic integrity; and <br />WHEREAS, owners of properties located within the proposed expansion of the Norton <br />Grand Historic Overlay Zone requested an expansion of the boundaries of the zoning <br />designation on the Zoning Map for the Norton Grand Historic Overlay Zone for the <br />purpose of protecting the historic qualities of the neighborhood; and <br />WHEREAS, the existing Norton Grand Neighborhood Conservation Guidelines and <br />Historic Overlay Standards would apply to the expansion area; and <br />WHEREAS, inclusion of the proposed area into the Historic Overlay Zone is necessary <br />to afford protection to historic properties and promote compatibility between buildings <br />and developments; and <br />2q <br />
