In the absence of the Council President, or where such office is vacant, the presiding <br />Councilmember at a meeting of the City Council shall be, in the following order: <br />1. The Councilmember who holds the position of Council Vice President pursuant to his <br />or her designation as such by the Council President; or, if no such Councilmember is present, <br />2. The Councilmember who has most recently held the office of Council President; or, if <br />no such Councilmember is present; <br />3. The Councilmember who has continuously served as a member of the Everett City <br />Council for the longest period of time; or, if two or more Councilmembers hold equal seniority, <br />then as selected among them by lot. <br />
