RULE 1- MEETINGS <br />A. Regular Meetings. As set forth in Ordinance No. 3170-10, the regular meetings of the City <br />Council shall be held at 6:30 p.m. on Wednesday in the Council Chambers, except: <br />1. On the fourth Wednesday of the month the regular meeting shall be held at 12:30 p.m. In the <br />absence of a clear urgency, no matter of significant public interest may be adopted during such <br />afternoon meeting. <br />2. If Wednesday of any week is a legal holiday, the regular meeting of that week shall be <br />held at 6:30 p.m. on the previous business day. <br />B. Special Meetings. As provided in Section 3.2 of the Charter, special meetings, or any change <br />in the time or location of a regular meeting, shall be called by the Mayor, the President of the <br />Council, or any three members of the council upon written notice delivered to each member of <br />the council and to the public at least twenty-four hours before the time specified for the proposed <br />meeting. Such notice may be delivered by electronic mail written notice to each member of the <br />Council and to each local newspaper of general circulation and to each local radio or television <br />station which has on file with the City Clerk a written request to be notified of such special <br />meeting or of all special meetings. The call and notice shall specify the time and place of the <br />special meeting and the business to be transacted. Final disposition shall not be taken on any <br />other matter at such meetings. The notices provided in this section may be dispensed with in the <br />event a special meeting is called to deal with an emergency involving injury or damage to <br />persons or property or the likelihood of such injury or damage, when time requirements of such <br />notice would make notice impractical and increase the likelihood of such injury or damage (as <br />provided in RCW 42.30.080). <br />C.uorum. Five Council Members shall be a quorum for the transaction of business, but in <br />the absence of a quorum, the members present may adjourn the meeting to a later date. A <br />member participating by telephone in accordance with Rule 1 D counts towards a quorum in <br />a Council meeting or committee meeting. <br />D. Telephonic Participation in Meetings. <br />1. Council Members may attend council and committee meetings by telephone. Only one <br />Council Member per meeting may attend telephonically. Council Members may telephonically <br />attend each type of meeting once per calendar quarter; provided, that this limitation shall not <br />apply when a Council Member is absent for medical reasons. <br />2. Notice of telephonic attendance must be provided to the Council Administrator and Council <br />President not less than twenty-four hours before the scheduled start time for the meeting. If more <br />than one Council Member wishes to attend a meeting telephonically, the first Council Member to <br />notify the Council Administrator shall be the one permitted to attend telephonically. <br />3. At any meeting where a Council Member is attending telephonically there shall be a telephone <br />device that allows the voice of the Council Member on the telephone line to be heard by <br />everyone present in the meeting room and that allows the Council Member shall identify himself <br />or herself before speaking. The Council Member on the telephone line shall notify the others if <br />he or she is about to disconnect from the call. A Council Member who is connected remotely to <br />the telephone line in the meeting place shall be considered to be actually present at that meeting. <br />
