RULE 2 - PRESIDING OFFICER - DUTIES <br />A. Election. Annually, at the first meeting of a new council in January, the council members <br />shall elect a President and Vice President to preside over all meetings of the council and such <br />other duties and responsibilities as set forth herein. Pursuant to Section 2.7 of the Charter, the <br />President of the Council shall also be deemed the Mayor Pro Tem for the same period of office. <br />B. Removal. The President or Vice President may be removed for any reason at any time short <br />of the two year period of council office by an affirmative vote of a majority plus one of Council <br />Members. <br />C. Conduct of Meeting. The President of the Council, or the Vice President in the President's <br />absence, shall conduct the business and deliberations of the Council under these rules. If both <br />the President and Vice President are absent and a quorum is present, the Council shall, by <br />motion, appoint one of its members to serve as presiding officer for that one particular meeting. <br />The presiding officer shall: <br />1. Preserve order and decorum in the Council Chambers <br />2. Observe and enforce all rules adopted by the Council for its government <br />3. Decide all questions on order, in accordance with these rules, subject to appeal by any <br />member to the full Council <br />4. Recognize members of the Council in the order in which they request the floor. No member <br />shall be recognized and given the floor to speak on the same matter more than once until after all <br />other members of the Council have had an opportunity to be recognized and be heard. <br />5. Retain the authority during Public Comment to determine whether a speaker's remarks fail to <br />comply with these Rules. The presiding officer shall have the authority to suspend such person's <br />right to speak, subject to the Council's right to overrule such decision. The presiding officer, as a <br />member of the Council, shall have only those rights, and shall be governed in all matters and <br />issues by the same rules and restrictions, as other Council Members. <br />D. Questioning. Any member of the Council shall have the right to question any individual, <br />including members of the staff, on matters germane to the issue properly before the Council. <br />RULE 3 - ORDER OF BUSINESS <br />A. Agenda. The Council Administrator, under the direction of the Council President, shall <br />prepare the Agenda for each session of the Council in regular order in accordance with these <br />rules, and post the Agenda on the City's web site at least five days before the Council meeting. <br />Upon the written request to the Presiding Officer prior to publication of the Agenda, any Council <br />Member may place an item or topic on the Agenda for consideration of the full Council. <br />B.
