Adoption of resolutions fixing dates for hearings and appeals, approving final plats, <br />authorization of Community Development Block Grant program agreements with approved <br />agencies, approving and accepting grants, and other such actions. <br />Regular Agenda: <br />11. Resolutions. <br />12. Final reading of ordinances. <br />13. First reading of ordinances. <br />14. Second reading of ordinances <br />15. Public hearings. <br />16. Unfinished business. <br />17. Executive Session (if needed) <br />18. Adjournment. <br />C. Resolutions and Ordinances under Consent Agenda. Any Council Member may have a <br />matter removed from the Consent Agenda for separate consideration upon notice to the Presiding <br />Officer. <br />D. Recess. The Council may recess during any regular or special meeting by a majority vote <br />of Council Members present. <br />E. Presentation of Items. Each item to be considered by Council should be presented by <br />appropriate Council Member and/or city staff, with an explanation as to the nature and effect of <br />such item. In the case of proposed ordinances, this should generally occur at the first reading. <br />F. Matters Not On Agenda. Except for emergency ordinances, Council shall not undertake <br />any action on any matter not on the published agenda. <br />G. Executive Session. The Council may hold an executive session, upon announcement by <br />the presiding officer, for a stated time and purpose during any regular or special meeting. <br />Council Members shall keep confidential all written materials and verbal information provided to <br />them during Executive Sessions to ensure that the City's position is not compromised, and to <br />comply with RCW 42.23.070(4) and Everett Municipal Code relating to disclosure of <br />confidential information. A written record shall be kept of the subject considered and discussion, <br />
