C. Quorum and Voting. Two voting members shall constitute a quorum. A member <br />participating telephonically shall count towards a quorum. <br />D. Reports. A report from the standing committees shall be submitted by the committee chair <br />or vice -chair orally or in writing at the next regular Council meeting. Recommendations to the <br />Council on proposed resolutions or ordinances shall indicate one of the following: <br />• Do Pass <br />• Forward Without Recommendation <br />• Do Not Pass <br />Minority reports may be shown on committee reports with the dissenting votes reflected. <br />E. Removing of Matters from Committee. Any Council Member, during a regular Council <br />meeting, may make a motion to remove a matter from a committee. Said motion, if <br />seconded, shall require a majority vote of the Council. Alternatively, any four Council <br />Members may cause any matter to be removed from a committee by signing an <br />"Ordinance or Resolution Removal" form. When the four signatures are obtained, the <br />proposal shall be released from the committee and shall be placed on the next available <br />Council agenda for appropriate action. The committee chair may invite persons to meetings for <br />the purpose of providing information relevant to its business. <br />G. Staff Assignments to Committee. The Mayor or Chief Administrative Assistant shall <br />designate staff for each standing committee, who shall prepare the agenda, provide proper notice, <br />prepare minutes, and prepare a record of attendance for every meeting. <br />H. Committee of the Whole. All Council Members are members of the Committee of the <br />Whole. At the discretion of the Council President, or upon motion and affirmative vote of the <br />majority of Council members, the Council shall sit as a Committee of the Whole primarily for <br />the conduct of workshops involving matters of broad public policy or concern. At the discretion <br />of the Presiding Officer, Council may accept public testimony at such workshops. <br />RULE 12 - FILLING VACANCIES <br />A. Determination of Vacancy. When a vacancy exists pursuant to Section 2.5of the City <br />Charter, the presiding officer shall publicly state the vacancy at the earliest regular meeting of <br />the Council and announce the following process to fill the vacancy. <br />B. Filling Vacancies of Council Positions. Should the vacancy occur within six months of the <br />general municipal election, council may leave the position open to be determined by the election <br />itself. Otherwise, Council shall invite all interested and qualified persons to apply for the vacant <br />position in a written form approved by the Council. The form shall be submitted to the City <br />Clerk no later than fourteen days after the determination of vacancy. <br />C. Select Committee. The Council President shall appoint a select committee of three Council <br />Members to meet in executive session to review the applications and narrow the field of <br />[[o] <br />
