candidates to three for final review by Council; the President shall not be a member of this select <br />committee. <br />D. Selection. Upon determination of the three final candidates, the Council President shall <br />schedule a special public meeting for the purpose of interviewing each of the candidates. Upon <br />completion of the interviews, Council shall meet in executive session as permitted by law to <br />discuss the qualifications of the respective candidates. Immediately upon completion of the <br />executive session, Council shall cast its vote on the candidates in open public meeting; should no <br />candidate receive at least four votes, then the candidate receiving the least votes shall be dropped <br />from consideration and Council will vote again as between the two remaining candidates. The <br />person so selected shall take office immediately upon taking the oath of office. <br />RULE 13 - ADVISORY BOARDS AND COMMISSIONS <br />A. It is the policy of the City Council to encourage public participation in local government <br />through service on one of the advisory boards and commissions created by Council pursuant to <br />Section 5.2 of the City Charter. <br />B. To ensure council receives advice from a broad spectrum of public opinion on the various <br />matters effecting local government, it is the policy of Council to confirm appointments to such <br />advisory boards and commissions only of those persons not currently serving on another City of <br />Everett board or commission. No member of an advisory board or commission shall serve more <br />than two consecutive terms on the same board or commission. <br />C. At the first meeting in January each year, the City Clerk shall provide to Council a schedule <br />of all persons serving on city of Everett boards and commissions indicating which persons are <br />eligible for reappointment and which will require appointment of new members. <br />RULE 14 - COUNCIL CHAMBERS <br />A. The Council Chambers shall be reserved solely for the use of members of the City Council <br />for its regular and special meetings as well as committee meetings. Except as authorized by the <br />Council President, no other person or persons shall have access thereto. <br />RULE 15 - AMENDMENTS TO RULES <br />A. Amendments to these Rules and Procedures shall be made by resolution and shall require two <br />readings. The record of any changes to these Rules and Procedures shall be affixed to this <br />document by the City Clerk with a short summary of the change and the date thereof. <br />11 <br />
