Response to Comments <br />CEMEX Final Supplemental Environmental Impact Statement <br />November 30, 2009 <br />10. Richard Wilson, Food Services of America <br />Seeks clarification of relationship between the CEMEX Draft Supplemental Environmental <br />Impact Statement and the SW Everett Subarea Plan. <br />Background note: The SW Everett Subarea Plan creates a permit review framework in which <br />development proposals in the SW Everett industrial area are processed through a Planned Action <br />Environmental review process, based on an Environmental Impact Statement that was done for <br />the Southwest Everett area. So when projects that fall within the parameters of the planned <br />action environmental review Subarea Plan process, they are able to go through a faster review <br />and approval process. <br />Response: The Planned Action Environmental review process is activated by permit <br />applications that are both located within the SW Everett industrial area, and require SEPA <br />(environmental) review. CEMEX seeks to convert use of a portion of their site to a new use not <br />contemplated by the SW Everett Planned Action EIS or Ordinances. If the proposal were <br />approved, a portion of the CEMEX site would no longer be zoned in accordance with <br />requirements found in the Planned Action EIS, therefore development in the rezoned area would <br />no longer be eligible for review under the noted Planed Action review process. <br />Another portion of the CEMEX site, several parcels totaling 44.9 acres, may be kept under <br />industrial zoning, and would be covered by the SW Everett Planned Action Ordinance. <br />Projects proposed in SW Everett under the Planned Action Ordinance would still be able to go <br />through the current environmental review process. It is the opinion of the City that the <br />transportation changes to the CEMEX site as proposed would not have a detrimental affect on <br />other properties related to using the Planned Action Ordinance. CEMEX would have to pay its <br />fair share of transportation impacts. <br />4.
