Response to Comments <br />CEMEX Final Supplemental Environmental Impact Statement <br />November 30, 2009 <br />If Land Uses 220 (Apartment) and 231 (Low -Rise Residential Condominium/ Townhouse) are <br />applied to this development the multi -family component would generate an estimated 498 PM <br />Peak Hour trips, a 174 trip increase over the 324 PM Peak Hour trips used for the analysis based <br />on Land Uses 223 (Mid -Rise Apartment) and 230 (Residential Condominium/Townhouse). <br />Note that the City of Everett typically applies Land Use 210 trip generation rates to <br />developments with four or fewer residences per building and for large (3+ bedroom) multi- <br />family developments to provide a conservative impact analysis. The use of this methodology, <br />along with an average rate for multifamily development based on Land Uses 220, 223, 230, and <br />231 would provide a more conservative evaluation of potential impacts for the residential <br />development component. The PM Peak Hour trip generation for this land use is between the trip <br />generation for Land Use 110 (Light Industrial) and Land Use 120 (Heavy Industrial), which <br />provides a balanced trip generation estimate. As noted in the FSA letter, the SEPA review <br />should evaluate the highest likely impact for the proposed rezone. This would also mean looking <br />at the highest potential for development under the current zoning. If anything, the use of Land <br />Use 110 (Light Industrial) would be more appropriate as it reflects the highest intensity of use <br />permitted under the current zoning, but the use of a more "moderate" rate to reflect the likely <br />mix of uses is quite appropriate. <br />ld) The FSA letter makes a good argument that the report should support the Floor Area Ratio <br />(FAR) of 0.365 used for the calculations, but it seems in line with full build -out of the recent <br />Seaway Center lots built in this area (.3 to .4 FAR based on quick check). <br />Chapter 2 — Traffic Comments <br />12 <br />
