Response to Comments <br />CEMEX Final Supplemental Environmental Impact Statement <br />November 30, 2009 <br />Response: Supply of industrial land needs to be reviewed in the context of all industrial lands in <br />Southwest Everett. The City of Everett is concerned in Southwest Everett about the overall <br />supply of industrial land, of which there are several zone designations. In comparing the uses in <br />M- I and M -M the uses are almost identical. The few differences are: M -M allows solid waste <br />transfer stations through review process III, where M-1 does not. M -I allows convention / <br />exhibition centers through review process I and aggregates extraction, related manufacturing <br />activity through review process III, while M -M does not. The main difference between M -M <br />and M-1 is the development standards. Perhaps the City should look at the M -M zone standards <br />in light of the Everett Industrial Land Analysis recommendations. It may be that some of the <br />M -M zoned lands should be considered for conversion to M-2. <br />Mr. Easton, author of the Industrial Land Analysis responds, "The historical absorption rate for <br />industrial lands from 1995 to present covers a period that includes both peaks and valleys in the <br />local economic cycle. Whether this rate of absorption will continue over the next 20 years is <br />indeed an unknown, but the assumed rate is a realistic one for land use planning." <br />Mr. Landles makes the point that the majority of industrial land development over the past 15 <br />years has occurred north of the Boeing Freeway, while the M -M zoned area to the south has not <br />developed in a substantial fashion. <br />Response: These has been a lot of development south of the Boeing freeway which is industrial <br />in and around the Airport. The year Korry Electronics opened a new 216,000 square foot <br />industrial building, bringing hundreds of jobs to Snohomish County, Boeing facilities, <br />Community Transit, contractor offices and yards, and building supply companies have expanded <br />in the area. <br />22. Jacqueline Reid, AICP, Supervisor <br />Planning and Development Services <br />Snohomish County Government <br />Ms Reid commented on the CEMEX proposal on behalf of Snohomish County. Her comments <br />call for the City to take note of County Wide Planning Policies that call for protection of <br />industrial lands from encroachment by incompatible uses. She reminds the City the subject area <br />is within the City's Comprehensive Plan's Airport Influence area. <br />Ms. Reid asks how the City would "propose mitigating for the loss of a large scale industrial <br />parcel for the regional economy and the lost employment capacity in the MIC (Manufacturing <br />Industrial Center), if the designation changes?" She asks a similar question regarding potential <br />impact to current and future use of the airport. <br />Response: Regarding airport impacts, noise easements can be placed on lands in affected areas, <br />but no pretense should be made, nor is one offered here, that that is a proper fix to the problem of <br />encroachment.
