Response to Comments CEMEX Final Supplemental Environmental Impact Statement November 30, 2009 "Horizon Elementary School is the closest facility to this site, but it is at its development capacity, and the District's current school assignment plans would not allow for additional classrooms at this site." "Students in this development would likely have to be transported to other facilities in the District where space can be added, but the District would be burdened with ongoing transportation costs to accommodate the students." Response: Thank you for your comments. The City notes the need for facility improvements and impacts to your transportation costs. The addition of the number of students to the Mukilteo School District will have a significant impact on the Mukilteo School District because of the lack of facility space near the project site and transportation costs to bus students to available classroom space. These issues will be further explored and addressed if development permits are sought in the future. An agreement would need to be developed between the developer of the site and Mukilteo School District on how the impacts would be addressed at the time of an environmental review of the specific project. 32. Barbara Keller Asks if Student Generation estimates in Table 2.5. page 2-23, in the DSEIS is accurate. Response: The table is based on information provided by the Mukilteo School District in their 2008 — 2013 Capital Facilities Plan. Information like this is used to develop a generalized picture of impacts, alternatives and mitigation that may become a part of this sort of proposal.
