("FSA") appreciates the opportunity to provide continents on the Draft Supplemental Environmental Impact Statement ("DSEIS") for the Comprehensive Plan Amendment ("CPA") proposed by CEMEX Materials. The CPA would provide for redesignation of approximately 70 acres of principally industrial land in Southwest Everett for redevelopment as a residential and mixed-use master plan project (the "Project"). FSA presently operates an approximately 200,000 s.f. distribution facility immediately adjoining the Project area to the west. This facility is PSA's key distribution hub for all of northwest Washington, and FSA selected this location because of the City's decision in the 1990's to focus industrial development in this area of the City. Locating the distribution center within this Southwest Everett industrial center ensured the long-term compatibility of use and operations on which such industrial facilities rely for their survival in the urban core areas of Puget Sound. It is for this reason that FSA is concerned about the potential impacts of the CPA. Development of the Project will place residential uses and traffic in immediate proximity to some of the City's major industrial users, including FSA.
