I have reviewed the proposal and associated <br />documents from the point of view of a design and planning professional and as a <br />participant (in my former role as Project Design Manager for Port Gardner Wharf) in <br />creating a balanced future for the City of Everett. <br />The overall quality of the proposal is extremely high, a credit to the entire project team, <br />and in my opinion will be rewarded by success in the marketplace. It meets both the spirit <br />and particulars of the City's vision for southwest Everett by providing a balance of jobs, <br />housing and community building in a carefully crafted plan incorporating the key <br />elements of the live, work, play equation. <br />Key elements of the project that lead me to support the proposal are the following: <br />1. The project supports and enhances job density in the SW Everett area by <br />providing a much needed high-quality housing community for the existing <br />employment base, AND providing additional, market -responsive and high density <br />industrial lands. <br />2. The project locates quality homes near to quality jobs, creating not only a highly <br />desired life-style opportunity but also a viable, diversified economic district. <br />Furthermore, this co -location of living and working will create reduced traffic <br />impact and carbon footprint, objectives which are central to responsible <br />development in this age. <br />3. The project will be developed according to comprehensive design standards <br />ensuring a high-quality neighborhood environment thoughtfully designed with a <br />network of public open spaces which will be professionally maintained. Vehicular <br />flow and pedestrian comfort will be carefully balanced by using traffic calming <br />techniques, roundabouts and significant landscaping. Careful attention to land use <br />distribution and traffic routing will decrease truck traffic in the adjacent <br />neighborhoods. <br />4. The views of the project from surrounding neighborhoods will be vastly <br />improved. The residential scale of the neighborhood, expressed by the texture of <br />
