We would like the additional information which you offer; maps, GPS coordinates and further <br />description of the deposits. Are there restrictions on development in the area of the contaminated soils. Are residential <br />uses allowed? Is it advisable to allow residential uses? Are there other agencies besides the health district involved with <br />the review and monitoring of the site now and in the future? These are some quick questions for you. Kathy Pierson[mailto:kpierson@shd.snohomish.wa.gov] <br />Sent: Thursday, October 01, 2009 11:27 AM <br />To: Dave Koenig <br />Subject: City of Everett's DSEIS 09-001, Cemex property, SW Everett rezone <br />Dear Mr. Koenig, <br />Not having many occasions to comment on Draft Supplemental EISs, 1 am not sure my next step regarding commenting <br />on City of Everett's proposal for a rezone of Cemex's Office/Industrial property to Commercial, Multi -Family use. <br />The Snohomish Health District has, since 2004, been monitoring a portion of Cemex's Inert Waste Landfill which accepted <br />a series of contaminated soils through July, 2007. The contaminated soils include the heavy metals of Arsenic and <br />Cadmium, in excess of the Model Toxics Control Act (MTCA)'s Method A Soil Cleanup Levels for Unrestricted Land Uses <br />and soils with corrosive pH in excess of 12.5. <br />Cemex's proposed rezone areas identified as Area 1 and Area 3 would overlap the contaminated portion of the Inert <br />Waste Landfill. The area in question will ultimately be covered with many feet of topsoil, the specific depth could be <br />provided by Cemex, but the Health District thought it prudent to bring to your attention this matter. <br />If you would like maps, GPS coordinates or further description of the deposits, please contact this office. Also, if there is <br />any other avenue of communication I need to provide to the City in response to the DSEIS, please advise me. Thank you <br />for your time. <br />Kathy Pierson g ,I <br />
