Planning Commission Meeting October 6, 2009 5 1 P a g e <br />Charlene Rawson, 823 Charles Avenue, stated that she appreciated that the project had <br />addressed neighborhood concerns and felt that this was a great project. She asked Mr. Ebert if <br />there were bike trails planned. Mr. Ebert responded that there would be bike trails. She was <br />encouraged that there were plans for smaller industrial areas for small business. She was also <br />encouraged about the transit opportunities for the area. She felt that it was a well thought out <br />project — walkable and livable. <br />Chairman Newland asked if there was anyone else who wished to speak on the agenda item. <br />There was no response. He asked the Applicant if there were any closing remarks. <br />8:02:13 PM t <br />In response to Barbara Keller's testimony, Mr. Ebert referred to Table 2.1 which provides ° "I I <br />information regarding the existing and proposed acres for the Planned Development Overlay. <br />In response to the number of units, the original proposal of 2200 units was a theoretical number <br />based on the C-2 zone. CEMEX conducted an economic analysis on what the area would <br />support and they determined 1145. He asked everyone to go visit the Bellaterra project which <br />has single family detached, townhouses, flats, and commercial located on the west side of the <br />Mukilteo freeway. He felt that this was a good example of how industrial uses can coexist with <br />residential neighborhoods if properly designed. <br />Mr. Ebert stated that the project was about balancing jobs with the neighborhood. He felt that <br />quality housing on the CEMEX site would benefit the SW Everett business center. CEMEX was <br />not concerned about the airport easement and that it was good practice to let people know <br />upfront. In response to the testimony regarding lot sizes, he stated that the market dictated the <br />residential densities on the site — smaller lots and smaller units close to services. The project <br />will add to the demand and opportunity for transit. He referred to a map which showed the <br />transit corridors. <br />In response to the concern regarding school district mitigation, Mr. Ebert responded that the <br />eastside of the site is in the Everett School District boundary and the west side of the site is in <br />the Mukilteo School district boundary. He understood that there has been a slight decline in <br />enrollments at Madison Elementary and Evergreen Middle schools. He stated that CEMEX <br />would work closely with the school districts to resolve any capacity issues. <br />8:13:56 PM <br />Chairman Newland asked if there were any further questions. There was no response. <br />Motion: Commissioner Trautman made a motion to close the public hearing. Commissioner <br />Olivers seconded the motion. <br />Vote: Commissioner Sand, yes; Commissioner Chase, yes; Commissioner Moore, yes; <br />Commissioner Olivers, yes; Commissioner Trautman, yes; and Chairman Newland, yes. <br />8:15:32 PM <br />Item #2: Public Hearing on the rezoning of property at 12728 19th Ave SE from R-2 to C-1 <br />implementing the Intent to Rezone and amending uses and development standards from <br />the intent to rezone. <br />
