Planning Commission Meeting October 6, 2009 6 1 P a g e <br />John Jimerson, City staff, stated that under the intent to rezone process, the Applicant obtained <br />the necessary approvals to build the project and now would like to amend the uses and <br />development standards to finalize the rezone. Currently, there is 23,000 square foot office <br />building that is located in an R-2 zone. In 2001, the property was still in unincorporated <br />Snohomish County. City Council did adopt the Comprehensive Plan commercial designation for <br />that property and adopted the intent to rezone that property when the property was annexed into <br />the City. The property was annexed into the City is 2005. The Applicant obtained the proper <br />land use approvals and permits to construct the office building. While marketing the property, <br />the Applicant discovered that medical office uses were not allowed, so the applicant has <br />requested to add that to the rezone proposal. The Zoning Code requires more parking for <br />medical office uses; however, the Applicant did build in a surplus of parking when the project <br />was constructed. There is enough parking to allow for approximately 17,800 square feet of <br />medical office use. Staff recommendation includes the addition of medical office space for <br />17,800 square feet of the building and the rezone to be consistent with the Comprehensive Plan <br />designation. <br />8:21:51 PM <br />Commissioner Trautman asked about the proximity of other medical offices. Mr. Jimerson <br />responded that there are medical offices abutting to the south and south of that is the Fred <br />Meyer shopping center. <br />Chairman Newland asked if there were any further questions. There was no response <br />Citizen Comments <br />8:22:33 PM <br />Kathy Grannis, who lives next door to the building, stated that the building was constructed <br />before they moved into their home and at the time, the property was being annexed. She felt <br />that the building was nicely constructed; however, did not understand why the building had been <br />built so close to her home. She commented that there was a number of medical office <br />buildings located up and down the 19th Avenue SE corridor. She was concerned about a <br />pharmacy in proximity to her home. She has a six foot fence but can still see the building — she <br />has to keep her curtains closed. She did not think they were done with the improvements to the <br />building because there were no shields on the lights and there was no pedestrian access gate. <br />She added that windows had been broken out of the building and she would like a fence <br />constructed in the area next to her home. <br />8:26:51 PM <br />Chairman Newland asked if there was anyone else who wished to speak. <br />8:26:56 PM <br />Adam Clark, Seattle, stated that he was the architect for the project and was not involved in the <br />rezone. The building location was necessary due to access and driveway locations. During the <br />design of the building, their intent was to provide enough parking for medical office uses. They <br />were not interested in a pharmacy. <br />8:28:59 PM <br />Chairman Newland asked if there was anyone else who wished to speak. <br />Larry Keil, the building owner, stated that he has owned the property for 15 years. The building <br />is 100% complete and they are ready to take tenants. The access for the neighbors along the <br />
