Jacqueline Reid, Snohomish County <br />We thank you for your comments <br />Ms. Reid commented on the loss of a "large Scale Industrial Parcel" for the regional economy. <br />This "Industrial Parcel" has not and will not be "Lost". <br />The original "large Scale Industrial Parcel" owned by CEMEX (formerly Associated Sand & <br />Gravel) , was over 300 acres. <br />Since 1999, about 100 acres have already been developed as Industrial Land, with a further 45 <br />acres of Industrial Land to be developed under the current Comprehensive Plan Amendment <br />Application. Additionally 100 acres have been donated to the City of Everett for future <br />Parkland. This leaves 55 acres; 10 acres of which is designated for a regional drainage pond, this <br />leaves only 45 acres out of the original 300 acres for Mixed-use development. <br />Ms. Reid also says that the proposal "Could preclude attracting a new major industrial <br />employer". <br />During the time that CEMEX's Glenwood site in Everett has been under Development (now <br />approaching ten years) we have had no approaches from any such "Major" employer. In fact <br />currently the majority of enquiries are for Warehouse and Distribution space which offers very <br />little in the way of employment opportunity. <br />Of the 100 acres or so that have already been developed, there is no aerospace related <br />manufacturing, no high tech manufacturing, no Boeing related tenants at all. Ms. Reid may be <br />unaware that at Mayor Stephanson's request CEMEX was engaged in detailed discussions about <br />the mixed-use improvements to the Glenwood site with the Boeing Company. You can draw <br />your own conclusions as to the absence of any substantive comments from the Boeing Company <br />in this document other than a referenced Avigation Easement, which was agreed to long ago. <br />We concur with Ms. Reid when she notes that "adding residential capacity at the CEMEX <br />site .... will help Everett achieve its 2040 population target". <br />Bob Macaulay & Associates <br />We thank you for your comments. <br />We acknowledge the comments of respected local Real Estate Appraisers Bob Macaulay & <br />Associates, when they point out that there are at present 3.7 Million Square Feet of Industrial <br />Space unoccupied in Snohomish County alone. The absorption rate for the first nine months of <br />2009 was MINUS 0.75 Million square feet. It is likely, given current market conditions that <br />South West Everett's Industrial Land Inventory will outlast the recognized 20 year planning <br />horizon demand.
