Landles, Earth Holdings <br />We thank you for your comment <br />We thank you for your comments and share in your to concerns raised over the stated inventory <br />of industrial lands in the PC Lands Report. You are correct that Table 11 shows a 25 year <br />remaining supply of M -M industrial land. We also agree that "things have changed" in the local <br />economy in terms of industrial land absorption, changes which may push the horizon for the <br />absorption of SW Everett M1 industrial lands beyond the 20 year horizon, and the absorption <br />rate of MM industrial lands beyond the 25 year supply projected if historic absorption rates <br />continued unchanged. <br />In addition we note your comment that supports changes in the Industrial Lands Policy language <br />to provide decision makers with additional flexibility regarding conversion of industrial lands to <br />other uses, and we agree that the use of the term "context" be used as an objective standard <br />towards the consideration of industrial lands conversion.. To aid in this purpose, we have <br />included a copy of the "Industrial to Residential Conversion Planning Criteria Guidelines" for <br />your review. The guidelines were developed by the City of Santa Clara, California (population <br />118,513 - recent US Census) to provide a framework in which conversions of Industrial Lands <br />may take place. (See attached) <br />We also note that while you are correct that a majority of industrial land development over the <br />past 15 years has occurred north of the Boeing Freeway, a number of developments have <br />occurred south of the Boeing freeway, including industrial lands around the Airport. <br />Kathy Pierson, Snohomish County Health District <br />We thank you for your comments <br />Closure conditions for the Glenwood Inert Waste Landfill (IWLF) will be carried out in <br />consultation with the Snohomish County Health District and according to the permit conditions <br />current at the time of closure. The "storm water basin", which you referred to, has been re- <br />located outside of the areas mentioned in your comments.
