revenue producing land uses that enhance the regional quality of life and enable the City to <br />support public services. Maintaining the industrial and commercial land base will also provide <br />greater opportunity for Everett residents to seek employment in the city, reducing the need to <br />commute long distances to work <br />The focus of this economic growth strategy is to maximize the economic potential of existing <br />commercial and industrial areas. In this manner, business development will occur in areas that <br />can be efficiently served with transportation and utility infrastructure, and residential areas will <br />be protected from encroachment by incompatible uses. This strategy will require redevelopment <br />of many of the underutilized commercial and industrial properties in the planning area. <br />Consequently, Everett's land use concept is partially based upon maintaining most of the existing <br />commercial and industrial land base, which typically generates a greater amount of revenue to <br />the City than is necessary to provide public services to such lands. <br />No change needed. <br />From Section 2. Overall Land Use Goal, pg 21, Land Use <br />It is the intent of the Land Use Policies to implement the Goals of the Growth Management Act, <br />PSRC VISION 2020 Growth and Transportation Strategy, Snohomish Countywide Planning <br />Policies, the Everett VISION 2000 and VISION 2025 Goals and Actions, the growth concepts of <br />the preferred alternative, and to establish a land use pattern and provide sufficient direction to <br />accomplish the following objectives: (see following sections) <br />From Section 2. C. 2.3, pg 26, Land Use <br />2.3 Industrial Land Use Policies (Opening Section) <br />The Land Use Element must identify sufficient land to provide the for the manufacturing and <br />industrial service needs projected for the community. Everett's traditional manufacturing base <br />has experienced a decline from its early days, when the original city was ringed with numerous <br />waterfront industries. While vestiges of the city's wood products tradition remain, aircraft <br />assembly, high technology manufacturing, warehousing, transportation, and service businesses <br />currently dominate the city's industrial base. The manufacturing sector of Snohomish County's <br />economy is expected to decline in proportion to the service, W. T. C. U, government and retail <br />sectors. The City feels the preservation of a strong industrial land base is the key to the long - <br />term economic health and stability of the county and region. Everett's large industrial land <br />base is viewed as a regional economic resource that cannot be easily replaced elsewhere in the <br />region. Therefore, these policies emphasize the preservation of most of Everett's industrial <br />land base for future job growth and the industrial and service needs of the region, and to provide <br />for compatibility between industrial areas and more sensitive land uses. <br />No change needed. <br />3 <br />Industrial Land Policy Analysis <br />
