Policy 2.3. b All industrial developments should be designed and developed to promote easy <br />access for employees, and the physically disabled using public transit. <br />No change needed. <br />Policy 2.3.7 All industrial developments should be operated so as to minimize impacts on <br />surrounding land uses, especially less intensive residential land uses. <br />No change needed. <br />Policy 2.3.8 Limit the nonindustrial use of industrial lands to uses that are of a type, size and <br />number so as to be complementary to industrial activities, and that do not deplete the supply of <br />industrial land, except under extraordinary circumstances, and do not create potential land use <br />conflicts with industrial activities, unless mitigating measures are put in place. <br />Add noted changes. <br />Policy 2.3.9 Protect industrial lands from encroachment by other land uses that would <br />reduce the economic viability of industrial lands. <br />No change needed. <br />From Section 2. C. , pg 37, Land Use <br />Policy 2.11.3 Southwest Everett: Southwest Everett contains one of the largest inventories of <br />undeveloped industrial land served by utility and transportation infrastructure in the Puget <br />Sound. This industrial area is home to industries that employed almost 28,000 workers in 2000. <br />There are approximately 1000 acres of vacant or redevelopable industrially zoned land in this <br />area. With the exception of approximately 100 acres located between Japanese Gulch and the <br />Mukilteo city limits, it is all readily accessible and served by water and sewer utilities. <br />The City, along with landowners, the Everett Chamber of Commerce and the Snohomish County <br />Economic Development Council, consider this area to be an important economic resource for <br />the Puget Sound region. Therefore, the Land Use Element reinforces the previous commitment <br />to industrial use of this area. Land use designations include heavy manufacturing, light industry <br />and office and industrial park. Conversion of the industrial land base to non -industrial use is <br />discouraged, except under limited circumstances where it can be demonstrated by the property <br />owner that industrial use of a site is not feasible, and that conversion to a non -industrial use will <br />not reduce the viability of adjoining industrial lands or impact upon the Paine Field Airport. <br />5 <br />Industrial Land Policy Analysis <br />
