A. ISSUE - SCREENING/FENCING ADJACENT TO HOUSING HOPE <br /> PROPERTY <br /> Shockey Appeal <br /> The first issue raised in the Shockey appeal relates to <br /> Condition #6 under, Mitigation of Adverse Impacts by SEPA, <br /> of the MDNS. Specifically, this condition requires a fence <br /> along the west side of the north-south alley abutting the <br /> site. This condition applied only where the alley was <br /> adjacent to the Housing Hope property located at 2717 <br /> Harrison Avenue. The appeal objects to this requirement. <br /> Findings: During the SEPA review process, the Planning <br /> Department received comments from Housing Hope, owner of the <br /> multiple family housing project located at 2717 Harrison <br /> Avenue (see Exhibit #7) . The housing agency expressed <br /> concern about safety of children residing at this address. <br /> Housing Hope requested that the Applicant be required to <br /> install a fence along the west property line of the Housing <br /> Hope property adjacent to the alley. In response to this <br /> comment, the Responsible Official imposed Condition #6 of <br /> the MDNS under, Mitgation of Adverse Impacts by SEPA. <br /> Conclusions: A closer examination of the Housing Hope <br /> property shows that placement of a fence at the specified <br /> location would render several parking stalls unusable. In <br /> addition, a variance may be required in order to reduce the <br /> number of available parking stalls on the site. Review of a <br /> variance application is beyond the scope of the SEPA review <br /> for Rubatino. Because of this conflict and the extensive <br /> modification that would be required to the parking lot <br /> layout, the Planning Department recommends that Council <br /> delete Condition #6 under, Mitgation of Adverse Impacts by <br /> SEPA. When the Planning Department contacted Housing Hope <br /> concerning this conflict, there was no objection to removal <br /> of this condition. <br /> Neighborhood Appeal - Screening adjacent to Housing Hope <br /> property was not an appealed issue. <br /> B. ISSUE - HEIGHT OF SCREENING REQUIRED FOR CONTAINER STORAGE <br /> ACTIVITY <br /> Shockey Appeal <br /> The Shockey appeal states that screening requirement along <br /> Everett Avenue is not clearly stated. The appeal references <br /> Condition #7 under Mitigation of Adverse Impacts by SEPA in <br /> the MDNS. The appeal maintains that the MDNS requires a 10- <br />
