41 . 100 .B. of the Zoning Code and by the City's SEPA <br /> Ordinance. <br /> Neighborhood Appeal <br /> The Riverside Neighborhood Appeal states that the MDNS does <br /> not provide for sufficient visual screening of containers <br /> and trucks on the site. In particular, Type I , rather than <br /> Type II landscaping should be required on the site. <br /> Findings: Condition #12 under Information for Developer of <br /> the MDNS requires that Type II landscaping be provided along <br /> the north, east and west property lines. Type II <br /> landscaping is intended to "create a visual separation <br /> between uses and zones, " (Zoning Code Subsection 35 .050.B) <br /> and consists of the following: <br /> 1. A mix of evergreen and deciduous trees, a minimum of <br /> six (6) feet in height, at intervals not greater than <br /> 20 feet on-center; and <br /> 2 . A mix of evergreen and deciduous shrubs, a minimum of <br /> 24 inches in height, at a density of 5 shrubs per 100 <br /> square feet of planting area. <br /> Type I landscaping (recommended by the Neighborhood) is <br /> intended to "provide a very dense sight barrier to <br /> significantly separate uses and zones" (Zoning Code <br /> Subsection 35.050.A) . Type I landscaping requires the <br /> following: <br /> 1 . Two staggered rows of evergreen trees, a minimum of 6 <br /> feet in height, chosen and spaced to form an effective <br /> visual screen; and <br /> 2 . Shrubs and groundcover similar to Type II landscaping. <br /> It is important to note that the adjacent zoning is C-1. <br /> Condition #11 under Information for Developer of the MDNS, <br /> requires that the entire perimeter of the site be screened <br /> by a solid fence at least six feet in height. Screening <br /> must be higher along Everett Avenue if the containers stored <br /> on the site exceed six feet in height. To achieve this, the <br /> Applicant would be allowed to either provide a taller fence <br /> or, alternatively, provide landscaping which is sufficient <br /> to provide the necessary screening along Everett Avenue. <br /> The property does not abut any residential zones. This <br /> condition does not preclude Type I landscaping along Everett <br /> Avenue, which can be required later during the SPU review <br /> process. <br />
