15116 <br /> E iFETT <br /> RESOLUTION No. 3650 <br /> A RESOLUTION adopting findings and conclusions and <br /> rendering a decision concerning the appeal of the City <br /> of Everett Responsible Official to issue a Mitigated <br /> Determination of Non-Significance pursuant to SEPA on <br /> the US West NewVector Group proposed cellular <br /> communications tower located at Evergreen Cemetery. <br /> WHEREAS, the City Council finds that on December 17 , 1991 , the <br /> City received a completed application for a Special Property Use <br /> permit from US West NewVector Group, Inc. for a new cellular <br /> communications tower and antenna facility; and <br /> WHEREAS, the City Council finds that as a result of a review <br /> under SEPA, a Mitigated Determination of Non-Significance (MDNS) <br /> was issued by the Responsible Official on April 2 , 1992 ; and <br /> WHEREAS, the City Council finds that an appeal letter was <br /> received from Mark Stowe on behalf of the Lowell Civic <br /> Association; and <br /> WHEREAS, the City Council finds that after due notice an appeal <br /> hearing was held before the City Council commencing on June 3 , <br /> 1992 ; and <br /> WHEREAS, the City Council finds that following review of the <br /> record of the appeal proceedings, consideration of the testimony <br /> and argument of the parties, and after due deliberation of the <br /> issues , Council makes its decision in accordance with the <br /> provisions of this resolution. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT: <br /> 1 <br />
