FINDINGS AND CONCLUSIONS <br /> Project Background <br /> The project site is located in the northwest corner of <br /> Evergreen Cemetery, approximately 225 feet south of 41st <br /> street, 200 feet east of the existing GTE office building, <br /> and approximately 1 , 350 feet from the Lowell Neighborhood <br /> boundary, which corresponds to the eastern right-of-way <br /> boundary of Interstate 5. The project site is located in a <br /> topographical high point, which slopes sharply down to the <br /> west and north, and gradually down to Broadway. <br /> The project site is immediately adjacent to an area which is <br /> currently used for maintenance and storage activities <br /> associated with Evergreen Cemetery. The area to the east is <br /> a platted portion of the Cemetery (i.e. , 3rd Addition burial <br /> plot) . <br /> The application submitted by US West NewVector Group, Inc. <br /> is for a SEPA determination, Special Property Use (SPU) <br /> permit, and height variance. The public hearing for the SPU <br /> and variance has been postponed, pending outcome of the <br /> instant appeal. The ultimate decision to approve or deny <br /> the proposal would be made by the City's Land Use Hearing <br /> Examiner. <br /> The Appellant represents the Lowell Civic Association. The <br /> Lowell neighborhood is located approximately one-quarter <br /> mile from the project site at its closest point. The Lowell <br /> neighborhood is bounded by I-5 to the west, 41st Street to <br /> the north, and the Snohomish River to the east. The project <br /> site is separated from the Lowell Neighborhood by I-5, <br /> Broadway Avenue, and approximately 750 feet of Evergreen <br /> Cemetery property. <br /> Issues Appealed: <br /> Note: The following relates directly to the specific points <br /> raised in Appellant's letter of appeal . The following <br /> findings and conclusions address each of the issues raised <br /> in the appeal which were addressed in testimony before <br /> City Council at the appeal hearing on June 3, 1992 .
