4 <br />Analysis: <br />The following is a review of the criteria listed in the Comprehensive Plan for use when considering <br />map amendments: <br />1. The requested action must be supported by the Comprehensive Plan. <br />Response: Conversion of residentially designated properties to commercial use may be permitted for <br />the redevelopment of existing commercial uses where the redevelopment is necessary to preserve the <br />viability of an existing commercial use. As a service agency the Gospel Mission is considered <br />"commercial in nature" for the purposes of this analysis. Staff believes the criteria are met by the <br />Everett Gospel Mission. <br />2. Have circumstances changed? <br />Response: Over time the number of clients has increased, so the Mission is seeking a way to increase <br />its capacity on site. Everett Gospel Mission provides shelter and life skill training to clients at this <br />location, known as the Woman and Children's Shelter. <br />3. Erroneous assumptions or new information? <br />Response: No. <br />4. Will the change ,promote a more desirable land use pattern? <br />Response: The following factors are offered in consideration of this question: <br />a. There is increased need for the specific services rendered at this location, <br />b. The proposed office location is in close proximity to the existing shelter, <br />c. Residential appearance of the existing structure would be maintained, <br />d. No signage would be used, and <br />e. Loss of housing stock and expansion of commercial zones into residential areas is not <br />supported by the Comprehensive Plan without good reason, which focuses generally on <br />maintaining viability of existing "commercial" uses. <br />Given that Social Service agencies fill a need in this community, and that this provider has a <br />successful track record at this site, and is generally supported by nearby property owners, it may be <br />correctly stated that, in balance, this action would promote a more desirable land use pattern in this <br />instance. <br />37 4 <br />
