4 <br />ORDINANCE NO. <br />An Ordinance Amending the Comprehensive Plan <br />and Rezoning the Property Located at <br />2222 52nd Street, amending Ordinance No. 2021-9.4 and 1671-89, as amended <br />WHEREAS, .the City of Everett adopted a Comprehensive Plan in August, 1994, in <br />conformance with the Washington State Growth Management Act; and <br />WHEREAS, the City of Everett adopted the 10 year update to the Comprehensive Plan, in <br />conformance with the Washington Growth Management Act on March 30, 2007; and <br />WHEREAS, the Growth Management Act, codified as Chapter 36.70A, allows for <br />comprehensive plans to be amended on an annual basis; and <br />WHEREAS, the City of Everett initiated its 2009-2010 annual comprehensive plan amendment <br />process in July, 2009, which included consideration of Land Use Map amendments and rezone <br />applications initiated_ by property. owners; and <br />WHEREAS, Everett Gospel Mission submitted a docket application to rezone from R-2 to B-2 <br />(Exhibit A) for a. site located at 2222 52nd Street SE;. and <br />WHEREAS; the Planning CorYiiinission held a public hearing on the requesfion.February 16, <br />2010, at which time the Commission heard and. eonsidered public testimony, and applicant. and <br />staff presentations, and considered the various aspects of the proposal; and <br />WHEREAS, at the public hearing Silvia Anderson, CEO of the Everett Gospel Mission, and <br />Michael Glanz; architect and consultant to the Everett Gospel Mission, stated the reason for the <br />requested B-2 zone is so the Everett Gospel mission can.use the rezone: property for an office in <br />support of the nearby Women's and Children's Shelter, which in turn will provide additional <br />living space in the existing shelter when the office moves out. Ms. Anderson stated the Everett <br />Gospel Mission is willing to enter into a contractual relationship with the City, that the rezone <br />property would be :used for office. space only, and that the property; which is currently a <br />residence, would be. kept residential in: appearance; and <br />39 - 1 - <br />
