2 <br /> 12. The Economic Development policies also identify priority industry clusters for <br /> Snohomish County, including Aerospace,Technology, Life sciences, International trade, <br /> Military, Tourism, Agriculture, and Education. <br /> 13. We have proposed adding text to the growth target process to clarify that the Vision <br /> 2040 growth figures are not binding upon any jurisdiction, and that we would use the <br /> existing countywide growth target process to establish city and County targets. <br /> 14. The Transportation policies call for: <br /> • initiating planning for light rail alignment north of Lynnwood to downtown Everett <br /> • jointly planning expanded transit service throughout County <br /> • More emphasis on integrating transit and non-motorized modes into local plans <br /> • More emphasis on people moving capacity rather than capacity to move vehicles <br /> • Funding of transportation to be based on those who use or benefit from the system <br /> 15. Most cities support policy changes that eliminate some opportunities that are in the <br /> existing CPP's to expand the urban growth area,while the County does not. These <br /> existing policies were amendments made by the County over time to deal with <br /> circumstances related to individual requests to expand the UGA. <br /> 16. There has been recent discussion among the planners to amend the "fair share" housing <br /> policy in the existing CPP's, which was placed in the policies to have other communities <br /> do more to accommodate low income and special needs populations, and not over- <br /> concentrate such housing in Everett. The model and process to determine how to <br /> accomplish this distribution does not work for cities to measure accomplishments. We <br /> will be proposing revised policy language to attempt to simplify implementation of the <br /> policy, yet still have other communities address these housing needs. <br /> 17. There is a proposed new policy that requires cities to address in their comprehensive <br /> plans how they intend to annex the unincorporated parts of their urban growth area. <br /> 18. The Planners have been conscientious not to mandate anything in the CPP's that is not <br /> already mandated by State law or not something we are already doing— more "should" <br /> than "shall" policies. Financial limitations are driving this approach. <br /> 19. The time frame to have these updated policies adopted is a)September to the SCT <br /> Steering Committee; b)to the County Council by November. <br /> 20. Councilman Affholter is Everett's representative on the SCT Steering Committee. <br /> 3 <br />
