2 BRIEFING PAPER ON UPDATE TO COUNTYWIDE PLANNING POLICIES <br /> 1. Allan Giffen and Dave Koenig have been working with the County and other cities through <br /> Snohomish County Tomorrow (SCT) to update the countywide planning policies (CPP's). <br /> Transit and Engineering staff members have assisted with Transportation policies. <br /> 2. CPP's are required by GMA to ensure that cities and the County have coordinated and <br /> consistent comprehensive plans among jurisdictions in each county. <br /> 3. The CPP's are being updated this year in response to the adoption of Vision 2040 in <br /> 2008. Member jurisdictions of the PSRC agreed that CPP's would be updated in 2010 to <br /> implement the regional growth strategy in Vision 2040. <br /> 4. While the CPP's are developed through the SCT process, the legal responsibility for <br /> adopting and amending CPP's rests with the County Council. <br /> 5. The original CPP's were adopted in 1992, prior to the initial adoption of GMA <br /> comprehensive plans. There was a lot of effort by elected officials and planners at that <br /> time to come up with the initial CPP's to guide the early GMA comp plan efforts, <br /> including determining how urban growth area boundary lines would be drawn. <br /> 6. The current CPP updates do not appear to have the potential for political angst and <br /> substantive policy debate that occurred with the initial adoption of the policies. <br /> 7. Most of the proposed policy updates are intended to bring the CPP's into alignment with <br /> Vision 2040, while some of the proposed policy changes go further. After 18 years of <br /> experience with the existing CPP's,there is a desire to fix items which have not worked. <br /> 8. Many of the changes are related to formatting and improving readability, and to more <br /> closely align with the organization of the Vision 2040 document. <br /> 9. There are new sections on the Natural Environment and Public Services that should not <br /> dictate any significant implementation challenges for Everett. <br /> 10.The Environment policies call for actions to address climate change impacts, mitigation <br /> and adaptation (which will probably be mandated by State or Federal governments in <br /> the near future anyway). <br /> 11. There is a greater emphasis on jobs-housing balance in Snohomish County, consistent <br /> with our own economic development objectives. <br /> 2 <br />
