0!!!!! :Ri <br /> E!/ ETT <br /> RESOLUTION NO. 3993 <br /> A Resolution of the Everett City Council <br /> Establishing its Opposition to the Siting <br /> of a Regional Airport at Paine Field and <br /> to Adding Paine Field to the List of <br /> Potential Sites for a Regional Airport. <br /> WHEREAS, the Puget Sound Regional Council (PSRC) is being asked <br /> to consider adding Paine Field to the list of potential sites for <br /> a regional airport; and <br /> WHEREAS, the City Council previously adopted Resolution No. 3625 <br /> which supported an impartial process for planning and siting <br /> airport capacity and facilities; and <br /> WHEREAS, regional planning and financing of regional facilities <br /> are dependent upon the reliability of long-term decision making. <br /> PSRC has already disposed of the issue of expansion at Paine <br /> Field, determining that it is not a viable site for expansion of <br /> regional airport facilities . If previous decisions are not <br /> reliable and are to be revisited providing a lack of continuity <br /> to the decision making process, all regional planning and <br /> financing decisions, including planning for regional <br /> transportation facilities, will be undermined; and <br /> WHEREAS, the PSRC determined that Paine Field is not an <br /> appropriate site for expansion of regional air capacity. To <br /> reverse this decision at this point in time would undermine the <br /> credibility of all the studies done by the PSRC on this subject; <br /> and <br /> WHEREAS, in 1978 Snohomish County determined in a mitigated <br /> operating agreement that large scale commercial expansion of <br /> Paine Field would not be permitted. Snohomish County has <br /> subsequently reviewed this decision as late as 1988/1989 and <br /> reaffirmed the master plan and land use for Paine Field and the <br /> surrounding area. The result of these actions has been over 15 <br /> years of land use decisions and development which is consistent <br />
