C. Other Development Related Regulations <br /> 1. Encourage land use and development which avoids alteration <br /> of sensitive areas and their buffers. <br /> 2. Amend zoning, subdivision, drainage, land clearing, grading <br /> and other development regulations to protect environmentally <br /> sensitive areas according to their natural sensitivity and <br /> to protect the public health, safety and welfare. <br /> 3 . Adopt regulations and construction standards for development <br /> of sloping properties, whether environmentally sensitive or <br /> not, which will protect downhill and downstream properties <br /> and sensitive areas from development impacts. <br /> D. Wetland Preservation, Alteration and Mitigation <br /> Encourage the preservation of all wetlands. Prohibit alteration <br /> of rare and significant wetlands; discourage alteration of <br /> important wetlands; and where wetland alteration is allowed, <br /> require that the functions of the wetlands which are modified be <br /> replaced and enhanced. <br /> E. Avoiding Stream Impacts <br /> 1. Require sufficient buffer areas adjacent to streams and <br /> ravine areas to protect the functions which streams provide. <br /> 2. Discourage the crossing of streams with streets or utilities, <br /> allowing crossing only when necessary for access to a property <br /> and for important public facilities. <br /> F. Buffers <br /> 1 . Provide and preserve buffers adjacent to environmentally <br /> sensitive areas to adequately protect such areas from <br /> development and land use impacts. <br /> 2. Require enhancement of vegetative buffers between sensitive <br /> areas and land development to improve the functions of the <br /> buffers and wetlands, especially when buffers have been <br /> previously disturbed. <br /> G. Buffer Encroachment <br /> Allow limited activities in buffer areas only when such <br /> activities do not reduce functional values of the buffer or the <br /> resource it protects, or when necessary to allow a reasonable use <br /> of property. <br /> H. Buffer Width Averaging or Reduction <br /> Allow buffer width averaging or reduction only when it can be <br /> demonstrated that a reduction in buffer width will not reduce the <br /> functional values of the buffer or resource it protects, or when <br /> buffer enhancement will adequately compensate for reduced buffer <br /> width. <br /> I. Innovative Project Design <br /> Encourage design solutions on properties which contain <br /> environmentally sensitive areas and steep slopes, such as planned <br /> residential developments, cluster housing, and other innovative <br /> techniques, in order to protect the sensitive features of a site. <br /> f0 <br />
