J. Design Flexibility <br /> 1 . Allow for deviation from water resource protection <br /> requirements when design solutions are proposed which result <br /> in either a net improvement in the existing functional <br /> values of streams, wetlands and their buffers, or greater <br /> protection than the standards would otherwise provide. <br /> 2. Allow for a modification of geologically hazardous area <br /> development standards when it can be sufficiently <br /> demonstrated that a site can be safely developed without <br /> hazard to life or property; or impact upon environmentally <br /> sensitive areas. <br /> K. Construction Management <br /> Establish sufficient construction management standards to be <br /> applied both during and after development which will prevent <br /> erosion, sedimentation, siltation and damage to downhill and <br /> downstream properties. <br /> L. Watershed Management <br /> Develop and implement strategic watershed restoration and <br /> protection plans. <br /> M. Wildlife Habitat Plans <br /> Develop and implement wildlife habitat management plans <br /> cooperatively with public and private conservation groups. <br /> N. Acquisition <br /> Evaluate methods other than development regulations which may be <br /> appropriate for acquiring or permanently protecting <br /> environmentally sensitive areas. <br /> 0. Community Involvement <br /> Implement programs which promote public education, <br /> intergovernmental cooperation, clean-up campaigns, tree planting, <br /> and other innovative methods which will involve participation of <br /> a broad base of citizens and civic groups in order to protect the <br /> environmentally sensitive areas of the community <br /> P.
