• %rd. ,Alp <br /> RESOLUTION NO. 3555 EVERETT <br /> A resolution adopting the 1992 Comprehensive Housing Affordability Strategy- CHAS -as <br /> required by the Department of Housing and Urban Development. <br /> WHEREAS, the City of Everett is committed, as a matter of policy to the CHAS document and its <br /> goals; and <br /> WHEREAS, the City Council reaffirms that it is the policy of the City of Everett to be committed to <br /> the housing of very low income individuals as demonstrated in the projects accomplished in the city <br /> over the years; and <br /> WHEREAS, the City of Everett is adopting the CHAS as a five year document with the <br /> understanding that there may be needs for amendments annually; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT THAT: <br /> 1. The five highest needs in the City of Everett for housing are: <br /> -Housing for homeless,particularly transitional and permanent housing for families <br /> with children,youth,and victims of domestic violence, <br /> -Housing and rental assistance for special needs populations, <br /> -Affordable permanent rental housing,particularly for small and large family <br /> households with incomes less than 50% of the area median income, <br /> -Improved housing condition for the large number of existing low-income renters and <br /> homeowners living in units needing rehabilitation,and <br /> -Purchase assistance for low and moderate income first time homebuyers in targeted <br /> neighborhoods. <br /> 2. The five general priorities for the City of Everett are: <br /> -The housing needs of existing renter and owner occupied households with incomes <br /> below 50% of median income with preference to those below 30% of median income. <br /> -The preference to provide capital assistance to projects for homeless, special needs <br /> groups, renters and owners through acquisition or acquisition and/or moderate <br /> rehabilitation,with new construction or substantial rehabilitation as a second priority. <br /> -Homeless, special needs households,and families with children shall be given high <br /> priority for rental assistance. <br />
