The CHAS document requires that the city make yearly commitments to help with the <br /> housing of residents in Everett. The commitments for the first year which will require staff <br /> time include: <br /> -Form a housing task force to advise local elected officials on housing priorities and <br /> policies. <br /> -Planning and Community Development Department will update the 1981 downtown <br /> neighborhood housing study <br /> -Using Community Development Block Grant and/or Human Needs funds, the city will <br /> have a goal to support at least two service programs for the homeless. <br /> -Work with service providers and funders to look at potential use of the Shelter Plus <br /> Care programs for the homeless. <br /> -The development of a Rental Rehablilitation Program in the CHIP office. <br /> -Monitoring at risk private,federally subsidized,very low income housing projects. <br /> -Pursue discussions with Snohomish County related to potential formation of a <br /> consortium for receipt of HOME program funds and CHAS planning. Prepare for <br /> timely decision by City Council for 1993 consortium action. <br /> -Encourage private nonprofit and for-profit developers to utilize the Low income <br /> Housing Tax Credit Program and support applications to the program which produce <br /> additional units in Everett. <br /> 4.
