Space, Parks and Recreation Plan, Everett Community Plan, <br /> Shoreline Master Program, and other plans formally adopted <br /> by the city of Everett. <br /> and that, according to WAC 197-11-660, the mitigation measures <br /> imposed are limited to: <br /> a. Measures based on policies, plans, rules, or regulations <br /> formally designated by the agency . . . <br /> b. Mitigation measures shall be related to specific, adverse <br /> environmental impacts clearly identified in an environmental <br /> document and shall be stated in writing by the <br /> decisionmaker. The decisionmaker shall cite the agency <br /> SEPA policy that is the basis of any condition . . . <br /> c. Mitigation measures shall be reasonable and capable of being <br /> accomplished. <br /> d. Responsibility for implementing mitigation measures may be <br /> imposed upon an applicant only to the extent attributable to <br /> the identified adverse impacts . . . Voluntary additional <br /> mitigation may occur. <br /> e. Before requiring mitigation measures, agencies shall <br /> consider whether local, state, or federal requirements and <br /> enforcement would mitigate an identified significant impact. <br /> 3 . WHEREAS, the City Council finds that in response to the comments <br /> received during the comment period and review of the Everett <br /> General Comprehensive Plan, and in response to the voluntary <br /> mitigation proposed by LOJIS in their Parking Study <br /> correspondence, a Revised Mitigated Determination of <br /> Non-Significance (Revised MDNS) was issued September 10, 1991. <br /> 4. WHEREAS, the City Council finds that an appeal of the Revised <br /> MDNS was received September 18, 1991 from Arnold Hofmann. The <br /> following issues were appealed: <br /> * The form of mitigation for providing 10 additional parking <br /> spaces by way of an agreement at a near-by parking facility. <br /> * This was considered inadequate because the use of such <br /> existing parking spaces would put "additional pressure on <br /> the remaining existing spaces. " <br /> * The form of mitigation for informing tenants of unlimited <br /> time limits with a map was inadequate because it "only takes <br /> up parking which is already in short supply in this area. " <br /> Comments were also made regarding the parking standards for <br /> the R-4 zoning district across the alley. <br /> * Mitigation in the form of posting or funding parking <br /> time-limit signs, if the City decides that parking <br /> time-limits are necessary, was considered inadequate because <br /> it would be a "loss of parking for those who are currently <br /> utilizing the spaces. " <br /> * That the probable need for loading zones was ignored and <br /> that such loading zones would "come out of existing <br /> unlimited parking spaces. " <br /> 2 <br /> cibyffcr <br />
