parking signs if and nnly if the City takes action to establish <br /> parking time limits. <br /> Finding: This MDNS does not approve conversion of adjoining on-street <br /> long-term parking to short term parking. Procedures for changing <br /> parking are under jurisdiction of the Traffic Engineer, City <br /> Transportation Advisory Committee, and City Council . The <br /> consideration of change in parking time-limits may be in response to <br /> property owners in the area. Any such proposal would be considered in <br /> the appropriate public forum. If the City Council does determine that <br /> need on a timely basis, Mitigation Measure Number Seven places <br /> funding or installation responsibility of signs for time-limits on <br /> the applicant. However, no such conversion is before the City Council <br /> at this time. <br /> rnnnluginn: Concerns raised by the Appellant would be more properly <br /> addressed at such time as the City considers a proposal to convert the <br /> long-term parking to short-term parking. <br /> Note: If time-limits are established, retail and business clients can <br /> use shorter-term parking in the public right-of-way on this segment of <br /> Colby instead of those needing the parking for an extended period <br /> (employees, and high school staff and students) . If time limits are <br /> imposed, there is still sufficient long-term parking available within <br /> a reasonable distance on-street and in off-street parking facilities. <br /> Furthermore, Mitigation Measure Number Seven will only be implemented <br /> if the City established parking time limits. <br /> ISSUE: LOSS OF PARKING DUE TO LOADING ZONES <br /> The Appellant stated that mitigation measures ignored the probable <br /> need for loading zones which will come out of existing unlimited <br /> parking spaces. He felt that the impact of reduced spaces should <br /> require the addition of off street parking from this project. <br /> Finding: According to Section 34.090 of the Zoning Code, Off-Street <br /> Loading Requirements, "Every non-residential building. . .engaged in <br /> retail. . .shall provide truck loading and unloading, Pxnppt in the <br /> B-3 zone. " <br /> Finding: For uses less than 5,000 square feet, the traffic engineer <br /> shall be authorized to require loading space. (See p. 34-05 of the <br /> Zoning Code) <br /> Finding: The Traffic Engineer did not indicate a need for loading <br /> zones for this project. <br /> ronc1nsinn: If loading zones are imposed on the public right-of-way, <br /> the action would be initiated by the City based on appropriate <br /> standards and would take into account street parking. <br /> 7 <br /> clbyffcr <br />
