Mitigation Measure <br /> Six which requires the provision of information to tenants (a Map) of <br /> unlimited time parking within three blocks is sufficient and will not <br /> have a significant adverse affect on parking availability in the area. <br /> In the Central Business District, General Plan Policies have been <br /> implemented through adoption of the Zoning Code. As stated in the <br /> Findings regarding the Central Business District, the purpose is a <br /> more efficient use of land and greater use of pedestrian and transit <br /> methods of transportation. When the transportation mode changes from <br /> personal vehicles, parking demand changes and fewer parking spaces are <br /> needed. <br /> ISSUE: REDUCTION IN PARKING AVAILABILITY DUE TO PARKING TIME LIMITS <br /> (RE: SEPA Mitigation Measure Number Seven) <br /> The Appellant stated that if parking time limits are imposed, a <br /> reduction in time limits of existing parking spaces is in effect a <br /> loss of parking for those who are currently utilizing the spaces. <br /> Finding: One of the General Plan Policies states that the City should <br /> provide ample and convenient Short term (on strPPt) and long term (off <br /> street) parking in the CBD. <br /> Finding: Conversion of the long term parking on the east side of Colby <br /> between 25th and 26th to "short term" parking is a policy matter for <br /> the City. It is not proposed as part of this project, it is only <br /> identified as a potential remedy. <br /> Finding: The project, as proposed, does not propose time-limit <br /> parking on the east side of Colby between 25th and 26th. The LOJIS <br /> Parking Study of September 5 on page 5 did provide the conclusion that <br /> the unlimited time-limit parking contributes to an existing parking <br /> problem. The study finds that: <br /> "Where time limits exist on streets, there is ample parking at <br /> all times of the day during the time the study was conducted, <br /> including when school was in session. <br /> "Where no time limit exists there still is parking available, <br /> except for directly in front of the proposed project on the east <br /> side of Colby. This is due primarily to school students and <br /> people from the downtown area. There is some conflict among <br /> tenants across the street from the proposed site. Some want <br /> parking on the east side of the street limited in time frame, <br /> others don't because they use it as all day parking (this appears <br /> to be a minority concern) .
