5. The design study and plan shall be sufficiently detailed to provide <br /> guidance to applicants in proceeding on permitting and construction of <br /> roadway and/or public access improvements, subject to any necessary <br /> environmental review and City review and approval. <br /> 6. For property owned by the City or voluntarily donated to the City <br /> pursuant to this Resolution and other City authority, the City will <br /> make application for the requisite permit(s) (including but not limited <br /> to Shoreline Substantial Development Permits) to construct the <br /> improvements called for in the approved design study and plan at such <br /> time as funding for said improvements is appropriated or otherwise <br /> available. <br /> 7.
