NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT THAT: <br /> 1. The City of Everett will actively seek funding from all available <br /> sources and, when funding is available, will prepare a design study and <br /> report establishing the design of the roadway of SR-527 and the City's <br /> plan for public access improvements on and to the shorelines of Silver <br /> Lake. Such study shall include but not be limited to the section of <br /> road from 112th on the north to 132nd on the south. <br /> 2. In order to meet shoreline public access requirements while the design <br /> study and plan are completed, applicants for development may, if deemed <br /> appropriate by the City, donate land voluntarily and pay to the City <br /> the estimated cost of necessary public access improvements in lieu of <br /> actually constructing public access improvements before completion of <br /> the design study. <br /> 3. In lieu of constructing full standard street improvements to SR-527 <br /> and/or other abutting roadways, including area traffic signal <br /> improvements, applicants for development, with City approval, may <br /> voluntarily contribute funds to the City in an amount equal to the cost <br /> of constructing the public improvements. Said funds will be utilized <br /> by the City to construct area traffic/pedestrian safety improvements <br /> and roadway improvements, and to fund environmental review necessary <br /> for such improvements. <br /> 4. The design study and plan established under this Resolution shall <br /> include recommendations for the phasing of construction of roadway and <br /> shoreline public access improvements. <br /> - 2 - <br />
