• The Decision Document will protect 12.5 acres of similar habitat on the Boeing site. In <br /> addition, 5.5 acres of wetland and upland habitat will be protected within wetlands B and <br /> C and their buffers. Mitigation for loss of the upland habitat includes enhancing over <br /> 40 acres with native plants specifically selected for their wildlife food value and habitat <br /> diversity. <br /> • The record demonstrates that requirements included in the Decision Document reasonably <br /> mitigate impacts on wildlife and provide sufficient wildlife corridors and open space. <br /> Decision: <br /> Deny the appeal and affirm the mitigation requirements for wildlife corridors as set forth by the <br /> Responsible Official in the Decision Document [Subarea 2B(2 and 3) Wetlands and Wildlife Corridors <br /> pp 25-27]. <br /> SECTION 7: HARBOUR POINTE CUMULATIVE IMPACTS <br /> Findings: <br /> • The Harbour Pointe site is being developed by Harbour Pointe Limited Partnership. <br /> Upon satisfactory completion of the improvements, the completed project will be <br /> delivered to Boeing. Boeing intends to move several smaller operations from the existing <br /> Everett site to the Harbour Pointe site. Movement of those activities is not dependent <br /> upon or related to the expansion, although the impacts of those activities (number of <br /> employees, traffic, etc.) is considered in the Boeing/Everett expansion EIS as if no <br /> relocation will occur. <br /> • The Harbour Pointe site has undergone SEPA review and the development of the <br /> Harbour Pointe site was approved by Snohomish County. <br /> • Double-counting or overcounting of the impacts from the Boeing site would occur if the <br /> Harbour Pointe site was evaluated in an additive manner. <br /> • Conditions in the City's Decision Document are based on the assumption that the uses <br /> at the Harbour Pointe site and their resulting impacts would in fact occur at the Everett <br /> site. <br /> Conclusions: <br /> • Impacts of the Harbour Pointe site were evaluated by Snohomish County in separate <br /> SEPA reviews. <br /> 10 <br />
