• The Decision Document does not permit development of wetlands B and C or their <br /> respective buffers (see FEIS 3.4.2 and Decision Document pg 16&pg 25). The wetlands and their <br /> buffers are environmentally sensitive areas and will be protected according to criteria <br /> established within Title 37 and the Decision Document. <br /> • A buffer width greater than the minimum buffer provided for in Title 37 has been <br /> required for Wetland B. <br /> • The Decision Document requires a wildlife corridor connecting wetlands B and C, and <br /> connecting those wetlands with larger blocks of habitat on and offsite. <br /> Conclusions: <br /> • The Decision Document requires that wetlands B and C be preserved. In addition, it <br /> requires that 3.5 acres of upland buffer be preserved to protect the wetlands and provide <br /> wildlife habitat. The combined area of wetland and buffer being protected is 5.9 acres. <br /> This 5.9 acres will be connected by a 60 foot wide wildlife corridor with dense, <br /> screening vegetation. The wildlife corridor will provide for movement of wildlife <br /> between wetlands B and C and the two largest blocks of habitat on the Boeing site, which <br /> have been provided with wildlife corridors offsite to Japanese Gulch (see Section 5 of <br /> Resolution -Wildlife Corridors). <br /> • Wetland E is a small isolated wetland formed during construction of the North Perimeter <br /> Road. It is a disturbed site and has very low functions and values associated with it (see <br /> DEIS Tbl. 3.5.1 &3.5.2). Wetland E has been rated a Category H wetland based solely on <br /> the dominant Red Alder tree canopy. Due to its isolated nature, small size and minimal <br /> functions and values, mitigation of Wetland E by means of the created wetland next to <br /> Powder Mill Creek was reasonably assured. The biological support functions of the <br /> proposed created wetland in Powder Mill Creek will be substantially higher than those <br /> found in Wetland E. The functions include biological fish support, increased size and <br /> diversity of the created wetland, and location of the created wetland in a landscaped <br /> position that provides increased wildlife functions. The created wetland will be located <br /> at the headwaters of Powder Mill Creek and contiguous to a large block of upland <br /> habitat. <br /> • The wetland mitigation ratio for the filling of Wetland E is 3:1 (creation of three times <br /> the size of wetland compared to the area of filled Wetland E). <br /> • The loss of less than 10 acres of upland habitat between Wetlands B and C is not <br /> significant. <br /> 9 <br />
