• <br /> • The City has not required other commercial or industrial developments to mitigate <br /> increased stormwater impacts from induced development (or population increases). <br /> Conclusions: <br /> • City policies and regulations do not provide authority to require that commercial and <br /> industrial development address the stormwater impacts resulting from direct or induced <br /> population increases. <br /> • Boeing is required to mitigate the direct stormwater impacts from the development of <br /> their site. <br /> • Sufficient authority rests with the responsible land use authorities to adequately address <br /> the stormwater impacts from development within their jurisdiction. <br /> • It is the responsibility of each jurisdiction to adopt policies and regulations consistent <br /> with the authority granted by the State, and to exercise their police powers in a prudent <br /> and lawful manner. <br /> • Appellants have not demonstrated the decision of the Responsible Official to be <br /> unreasonable or provided any basis for its modification. <br /> Decision: <br /> Deny the appeal and affirm Conditions II.C., V.A.4., V.B.I.b.(3), V.B.2A.b.(5), and V.B.4.b.(2) of <br /> the Decision Document. <br /> SECTION 12: FREUDENBERGS <br /> Finding: <br /> • Freudenbergs asked that their appeal be withdrawn. <br /> Conclusion: <br /> • Council accepts the Freudenbergs withdrawal of their appeal. <br /> 20 <br />
