Decision: <br /> Narrow the role and responsibilities of the committee and expand the membership. Per discussions with <br /> Snohomish County, the following language should be inserted in the Decision Document under V1111), <br /> Boeing Mitigation Committee: <br /> Page 49 D. BOEING MITIGATION COMMITTEE <br /> The City of Everett will establish an ad hoc advisory committee entitled the Boeing Mitigation <br /> Committee (Committee). The Committee will be advisory to the Responsible Official for the purposes <br /> set forth in this section of the Decision Document. The Committee shall be composed of the following <br /> City of Everett representatives: The Responsible Official who shall chair the Committee(and who shall <br /> retain responsibility to make decisions as provided under SEPA and this Decision Document), the <br /> Mayor or his/her designee, the Director of Public Works, the Director of Finance, the Director of <br /> Everett Transit, and the Director of Parks. In addition, the following parties will be invited to send <br /> representatives as members of the Committee: a representative of the Boeing Company, the Snohomish <br /> County Executive or his/her designee, the Mayor of the City of Mukilteo or his/her designee, <br /> representatives of the Everett and Mukilteo School Districts on behalf of public education interests, a <br /> representative of the Washington State Department of Transportation, and a representative of the <br /> Washington State Department of Community Development. The Responsible Official may choose to <br /> seek additional input from other parties in addition to those represented on the Committee. <br /> The purposes of the Committee shall be to periodically review the mitigation program and to make <br /> recommendations to the Responsible Official on matters including: <br /> 1. The development of data and materials appropriate for submittal to the State of <br /> Washington and the State Legislature regarding the State's role in mitigation assistance. <br /> This includes, but is not limited to: transportation studies and funding support, housing, <br /> parks and open space, and public education, human services and other public services <br /> necessary for the accommodation of growth related to the expansion of the Boeing <br /> facilities at Paine Field. <br /> 2. Review and coordinate the allocation of transportation mitigation funding and to advise <br /> on matters which may require subsequent funding decisions by the Responsible Official. <br /> The City of Everett and the Responsible Official shall retain the responsibility and authority to make <br /> all such decisions pursuant to the exercise of substantive authority under SEPA, manage all funds in <br /> accordance with the terms and conditions set forth under this Decision Document and any interlocal <br /> agreements executed pursuant to this Decision Document, and shall maintain the responsibility with <br /> regard to enforcement of the terms and conditions set forth in this Decision Document and related <br /> permits. <br /> Except as to the extent granted by these revisions, all issues on appeal as to the make-up and scope of <br /> the Mitigation Committee are denied. <br /> 28 <br />
