• Interpretation of concurrency and how it will be defined and applied in different areas <br /> and jurisdictions may vary considerably. <br /> • The definition and application of level-of-service standards as a measure used in <br /> determining concurrency is under discussion but has yet to be decided. <br /> • State legislative definitions of "concurrency" allow a six-year period to achieve <br /> concurrency once concurrency regulations are put in place by local jurisdiction. <br /> • Upon adoption of the planning requirements of the Growth Management Act by July <br /> 1993, it is presumed that "concurrency" will be placed into effect in the City. <br /> • Because of the size and importance of the Boeing facility to the local and state economies <br /> and because of the considerable size of the local project shares that have been put <br /> forward in the mitigation on these projects, it is expected that funding schedules can and <br /> will be adjusted to shift additional state and local monies to the mitigation package over <br /> the next three to six years. The City's existing SEPA Policy is contained in Ordinance <br /> No. 1670-89 as amended, the Interim Transportation Mitigation Ordinance (ITMO). <br /> Traffic mitigation requirements were based on the policy contained in ITMO, as <br /> applicable. <br /> Conclusions: <br /> • Under SEPA, Mitigation Requirements must be based upon policies formally adopted by <br /> the local jurisdiction as a basis for imposing mitigation. <br /> • The City is under no state or local requirement to assure or otherwise guarantee <br /> concurrency at this time, other than to consider the issue in its Decision. <br /> • The City recognizes the emergence of new requirements that will result in some presently <br /> undefined application of the concurrency concept. <br /> • The City has outlined a feasible mid to long-term (1995-1997) mitigation program that <br /> will likely require shifts in public schedules and priorities in the future if timely <br /> construction of impacts is to occur. <br /> • The Decision Document is designed to consolidate, eliminate or otherwise adjust projects <br /> or project schedules to more closely adhere to concurrency principles should it become <br /> a more pressing public policy issue in the future. <br /> • The Decision Document imposes mitigation requirements on the basis of the City's <br /> Interim Transportation Ordinance, which (together with other transportation policies) is <br /> the City's formally adopted SEPA Policy. <br /> 31 <br />
